Town of Smithfield / Planning Board TOWN OF SMITHFIELD, RHODE ISLAND
PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Smithfield Town Council will hold a Public
Hearing at the Smithfield Town Hall, 64 Farnum Pike, Smithfield, RI on Tuesday, June
16, 2026 at 7:00 PM., The purpose of the Public Hearing is to consider and act upon
a proposed amendment to Chapter 204 Special Flood Hazard Areas of the Code
of Ordinances of the Town of Smithfield, relating to the adoption of updated Federal
Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) panels
and Flood Insurance Study (FIS) reports for Providence County, Rhode Island. This
amendment is proposed to be made in accordance with the provisions of the Smithfield
Town Charter and applicable provisions of the Rhode Island General Laws, and is
required to maintain the Towns participation in good standing in the National Flood
Insurance Program (NFIP).
The Town must adopt the updated map panels and effective date on or before June
23, 2026 to avoid probation and possible suspension from the NFIP. The proposed
amendment involves changes to Chapter 204 Special Flood Hazard Areas, Article
I General Provisions, Section 204-2 Applicability; administrative provisions,
Subsection (A) Special flood hazard areas of the Code of Ordinances of the Town of
Smithfield.
The proposed amendment provides the following changes as they relate solely to
Section 204-2(A):
1. Update the cited Flood Insurance Rate Map (FIRM) panel numbers to
incorporate by reference the updated FIRM panels for Providence County,
namely Panels 44007C0160H, 44007C0165H, 44007C0178H, 44007C0186H,
and the updated index panel 44007CIND0F, all effective June 23, 2026.
2. Update the cited Flood Insurance Study (FIS) report numbers to incorporate
by reference the updated FIS reports for Providence County, namely Reports
all effective June 23, 2026.
3. Make no changes to the substantive floodplain management standards, permit
requirements, enforcement provisions, penalties, or any other regulatory
provisions of Chapter 204. All such provisions shall remain in full force and effe
At the Town Council Hearing opportunity will be given to all interested persons to
be heard upon the proposed amendment. The proposed amendment may be altered
or amended prior to the close of the Public Hearing, without further advertising, as a
result of further study or because of the views expressed at the Public Hearing. Any
alteration or amendment must be presented for comment in the course of the Hearing.
A complete copy of the proposed amendment is available for inspection or copying
at the Smithfield Planning Office, Town Hall, 64 Farnum Pike, Smithfield, Rhode Island
during regular business hours (8:30 AM 4:30 PM on Monday, Wednesday, & Thursday,
8:30 AM 6:00 PM on Tuesday, & 8:30 12:00 on Friday). Interested persons requiring
special accommodations or assistance are requested to notify the Town Managers
Office (401-233-1010) at least 48 hours in advance of the Hearing.
